Quick answer

Your Ormond Beach mailing address doesn't make this community an Ormond Beach permit. This barrier-island community is unincorporated Volusia County. Concrete contractors in Ormond-by-the-Sea file with the county. Port Orange Concrete Co pours driveways, patios and slabs here, pulls the permit when the job needs one, and gives you a free written estimate first.

Ormond-by-the-Sea at a glance

Ormond-by-the-Sea is an unincorporated barrier-island community north of Ormond Beach. It runs to the Flagler County line between the Atlantic and the Halifax River.

Deep, excessively drained sand lies under small lots. Beachfront parcels sit under the state Coastal Construction Control Line set in 1991.

Permit office: Volusia County Building and Code Administration · official site Unincorporated Volusia County permits apply, even with an Ormond Beach mailing address. Driveway work in a county right-of-way also needs a Use Permit.

Concrete contractors in Ormond-by-the-Sea permit through Volusia County, not Ormond Beach

Take the 6,592 parcels inside the census area. All but one, 6,591, list Ormond Beach as the mailing city, so jobs can't go by the address. Sample the county's zoning layer at 50 points and every land point comes back with a county zoning code and no city name. The county's North Peninsula Local Plan covers the barrier island between the Atlantic and the Halifax River, from the Ormond Beach city limits at Plaza Drive north to the Flagler County line.

So permits here come from Volusia County Building and Code Administration. Apply for a permit online through Connect Live at the Permit Center. For flood zone questions on unincorporated parcels, use the county's flood zone inquiry desk. As concrete contractors in Ormond-by-the-Sea, we do the filing for you. Inside the City of Ormond Beach the rules differ, so see our Ormond Beach page. The Volusia County concrete permit guide covers the county side.

Use permits, 24 foot aprons and the A1A exception

Any driveway, or other work in a county right-of-way, takes a Use Permit from Volusia County Development Engineering. Review generally takes under seven working days. The county spec calls for 10 feet minimum and 24 feet maximum at the right-of-way line. The flare adds at least 5 feet more, and it starts at least 8 feet from the traveled way. Concrete has to be at least 4 inches thick with steel, wire or fiber mesh, or at least 6 inches thick without reinforcement. Keep every driveway at least 5 feet from an adjacent property line.

Before the permit issues, a stamped or paver apron in the county right-of-way needs an owner-signed, notarized Hold Harmless/Release, recorded with the Clerk. A new concrete sidewalk, or a sidewalk section through a driveway, gets a 1.5 percent cross slope and 2 percent at most. Right-of-way work is normally limited to 7:00 a.m. to 7:00 p.m., Monday through Friday. Disturbed ground has to be re-sodded, and seed and mulch are not accepted. A1A is State Road A1A, and a driveway connection to a state highway goes through FDOT's connection permit process under Rule 14-96 instead.

Price check from concrete contractors in Ormond-by-the-Sea: an 18 by 22 foot driveway is 396 sq ft. At our $7 to $12 per sq ft, that's $2,772 to $4,752. Tear-out of an old slab adds $1.50 to $3 per sq ft. Your free written estimate follows our site visit. More detail sits on the driveway page and in the driveway cost guide.

Seaward of the 1991 line: even a sidewalk needs FDEP

The FDEP Coastal Construction Control Line for Volusia County, set in 1991, crosses the community. State rules cover any pour seaward of it, and as concrete contractors in Ormond-by-the-Sea, we check the line first. A 60 by 60 grid puts 81 of 908 points (8.9 percent) seaward of the line. At nine sampled latitudes the line runs about 220 to 260 feet west of the area's eastern Census boundary. Florida Statute 161.053 bars any structure, excavation or change in ground elevation seaward of a filed line without an FDEP permit. The same statute lets FDEP issue general permits for minor work like sidewalks, driveways, decks and fences, provided it won't measurably interfere with the beach-dune system or sea turtles.

For this area FDEP holds 197 permit records, issued from 1980 to 2026. They include 36 walkways and boardwalks, 24 dune walkovers, 11 single-family dwellings and 9 paved areas, among others. The county adds its own Beach and Dune permit (Code Sec. 72-1053) for work on the beach or beach approach. It requires a boundary survey, site plan, cross section and a copy of the FDEP permit. Concrete or not, dune walkovers have to be elevated, and generally no wider than 6 feet. Our beachside concrete guide covers salt air and the line.

V zones: 4 inches, no steel, no tie to the house

County code Sec. 72-762(e) covers the V zone. Concrete slabs used as parking pads, landings, decks, walkways and patios beneath or next to buildings have to be structurally independent of the building foundation, frangible and not reinforced, and no more than 4 inches thick. If a concrete deck or patio is thicker than 12 inches, or sits on more than minimum drainage fill, a registered design professional has to analyze it. Nonstructural fill steeper than 1 vertical to 5 horizontal gets the same treatment. In a V zone, an accessory storage building below base flood elevation can't exceed 100 sq ft.

The sampled map shows how much of that reaches your pour. FEMA's flood layer at 50 points inside the area shows 86 percent Zone X, 6 percent Zone X at 0.2 percent annual chance, 6 percent Zone VE and 2 percent Zone AE. Those are shares of sample points, not acreage, so your parcel decides. A shed of 480 sq ft or less on a single-family lot may go up without a shed building permit, but it still has to satisfy the county's Flood Hazard Management division. Ask the Permit Center about the slab under it.

State law's under-$7,500 permit exemption needs a written request and never covers a flood hazard area. Ask the Permit Center how it treats your parcel. After that, as concrete contractors in Ormond-by-the-Sea, we price the slab. See the slab page.

Small lots on deep sand: R-4, R-5 and the 35 percent cap

The 50 sample points split by zoning like this: R-4 on 30 percent, R-5 on 24 percent and R-3 on 14 percent. R-4 Urban Single-Family needs a 7,500 sq ft minimum lot, 75 feet wide. Yards run 25 foot front, 20 foot rear and 20 foot combined side yards, 8 feet minimum each side. R-5 drops to 5,000 sq ft and 50 feet, with a 25 foot front (15 on one front of a corner lot), 20 foot rear and 5 foot side yards. House and accessory buildings together can cover no more than 35 percent of the lot. Here the median single-family lot is about 0.17 acre, which is tight for a pour. Only 3 single-family lots run an acre or more.

Accessory structures (county Sec. 72-277) follow the house, so a shed pad waits for it. Keep them out of front yards and platted easements, and 5 feet from side and rear lines. Past 500 sq ft they meet the house's yard requirements. The height cap is 25 feet.

Under the slabs here you'll find Palm Beach-Urban land-Paola sand at 74 percent of sample points and Palm Beach-Paola at 20 percent. Overall, 94 percent of points are excessively drained and "Not limited" for dwellings without basements. The sand drains fast, but concrete contractors in Ormond-by-the-Sea still compact it before a slab goes on top. Patio work is on our patio page. A 16 by 20 foot patio is 320 sq ft, or $2,560 to $4,480 at $8 to $14 per sq ft.

Plats, 1950s blocks and seaside condos

The median year built is 1972. The 1950s account for 26.5 percent of units, and about 67.7 percent predate 1980. Of the 6,592 parcels, 4,480 are single-family and 1,762 are condominiums. Oceanfront towers include Regency Plaza, Aquarius, Ocean Watch and Ormond Surfside. The biggest appraisal neighborhoods for flatwork run Hibiscus Drive to Ocean Shore Drive (752 parcels) and Plaza Drive to Essex Drive (663). After those come Ormond by the Sea Plat 6 with 218 parcels, Sunny Shores with 195, Ormond Ocean Gardens with 159 and Avalon by the Sea with 144.

Replace a 1950s driveway here and the old slab comes out first, which adds $1.50 to $3 per sq ft. North Peninsula State Park shares the island: more than 550 acres of undeveloped coastal habitat with almost three miles of beach, and its mailing address is Ormond by the Sea. The trip from our Port Orange base is about 43 minutes, and as concrete contractors in Ormond-by-the-Sea we build that trip into the schedule. We also pour in nearby Flagler Beach.

Ormond-by-the-Sea Concrete Questions

Which concrete contractors in Ormond-by-the-Sea pull permits from Volusia County?
We do. Port Orange Concrete Co files the building permit with Volusia County Building and Code Administration. When the work touches a county right-of-way, we add a Use Permit from Development Engineering, and we check whether the lot sits seaward of the state coastal line. Those steps go into your free written estimate along with the fees we expect, so you see the whole job before it starts.
Does my Ormond Beach mailing address mean City of Ormond Beach permits?
No. Of 6,592 parcels here, 6,591 carry Ormond Beach as the mailing city, but the area is unincorporated and county zoning codes show on every land point sampled. Your permit comes from Volusia County. If your lot is inside Ormond Beach city limits, a different office applies. Send us the address and we'll tell you which one.
Can I pour a patio or walkway east of the coastal line in Ormond-by-the-Sea?
Only with FDEP approval. State law bars structures, excavation and ground-level changes seaward of a filed line without a permit, though minor projects like sidewalks, driveways and decks can qualify for a general permit. The county adds a Beach and Dune permit for work on the beach or beach approach. We check your lot against the line first.
How thick can a beachside patio be in Ormond-by-the-Sea?
County code limits concrete patios, walkways and parking pads next to buildings in a V zone to 4 inches thick with no reinforcement, and they must be structurally independent of the building foundation. Go thicker than 12 inches, or build on more than minimum drainage fill, and a registered design professional has to analyze it.
Do I need a permit for a shed slab in Ormond-by-the-Sea?
A shed of 480 sq ft or less on a single-family or two-family lot may go up without a shed building permit. It still has to meet the county's Flood Hazard Management division. In a V zone, an accessory storage building below base flood elevation tops out at 100 sq ft. We confirm the zone first.
Can concrete contractors in Ormond-by-the-Sea use stamped concrete on my driveway apron?
Yes, with paperwork. Stamped concrete or paver aprons in a county right-of-way need an owner-signed, notarized Hold Harmless/Release recorded with the Clerk before the Use Permit is issued. The owner signs, not an agent. Our stamped concrete vs pavers guide walks through the finishes, and we'll price either one.
How close to my neighbor's line can a driveway or accessory slab sit in this community?
The county's right-of-way spec keeps a driveway at least 5 feet from an adjacent property line. An accessory structure sits 5 feet from side and rear lines and stays out of front yards and platted easements. Bring a survey and we'll mark the lines before we set forms.
