Quick answer

Our service area around Port Orange covers 17 places: Port Orange and the mainland towns next to it, the beachside towns, west Volusia and one Flagler County city. Each town below has its own page, and each page names the permit office that decides your concrete job.

Our service area around Port Orange and how far it runs

Port Orange is home base for Port Orange Concrete Co, and our jobs stretch west to DeBary and north to Flagler Beach. That makes 17 places in the Port Orange service area: 16 in Volusia County and one in Flagler County. Every name below opens a page on that town: who permits there, what the ground is like and which lot rules bite.

We split it by town because the office that signs off on your concrete changes at every line on the map. Port Orange has its own Building Division. Daytona Beach, Ormond Beach and DeLand each run their own permit office too. A lot with a Port Orange or New Smyrna Beach mailing address can still sit in unincorporated Volusia County, and then the county decides, not the city. DeLand's building page tells owners to check the Property Appraiser site for which side of the line they're on. That's good advice anywhere on this list.

We grouped the towns below by the kind of lot you're likely to have. The estimate is free and in writing in every group, and it comes after we see the site. Ready? Head to the contact page.

Port Orange and the mainland towns around it

Six towns sit closest to home. The lots are mostly inland or on the Halifax River side of the barrier island.

  • Port Orange: permits come from the city Building Division, filed through its online portal. The pockets of Spruce Creek Fly-In and Samsula sit outside the city.
  • Spruce Creek: unincorporated Volusia County. The county Permit Center handles it, even though the mailing city reads Port Orange or New Smyrna Beach.
  • South Daytona: building permits go through Community Development, and Public Works handles right-of-way use.
  • Holly Hill: the Building Division in Community Development. Every application needs an insurance certificate.
  • Edgewater: the Building Division inside Development Services, with fees and inspections handled online.
  • Glencoe: unincorporated, so county permits and county right-of-way rules apply. Almost every parcel carries a New Smyrna Beach mailing address.

Soil shifts inside Port Orange too. You get poorly drained flatwoods sands like Smyrna and Myakka in one spot and well-drained ridge sands like Paola and Astatula in another, and that changes how much prep a new driveway needs. The driveway page walks through the job. The Volusia permit guide covers the paperwork that follows you from town to town.

Beachside and barrier-island towns

Salt air, flood zones and the state's Coastal Construction Control Line make the oceanfront side of Volusia its own world. The beachside concrete guide explains what that does to a slab. Here's who permits where.

  • Daytona Beach: the city's Permits and Licensing department, which works through its online iMS platform.
  • Daytona Beach Shores: the city Building Division, with applications filed through its online portal.
  • Ponce Inlet: the town's Building and Permitting department, which also enforces floodplain rules.
  • Ormond Beach: the city Building Division. A driveway there is a Land Development Code permit, and the new under-$7,500 exemption doesn't cover it.
  • Ormond-by-the-Sea: unincorporated. Volusia County permits it, not the City of Ormond Beach, and beachfront lots sit under the state control line.
  • New Smyrna Beach: the city's Building and Inspections office. Seaward of its Coastal Construction Setback Line, patios and paver hardscape are prohibited unless exempt or granted a variance.

The control line runs through Daytona Beach, Ormond Beach and New Smyrna Beach. Even inside those cities, which side of it your lot falls on matters.

West Volusia: DeLand, Lake Helen, Deltona and DeBary

Inland lots run bigger, and four different desks write the rules.

  • DeLand: the city Building Division covers inside city limits only. Unincorporated DeLand-area addresses permit with the county. DeLand files patios and driveways under its accessory structure permit type.
  • Lake Helen: City Hall takes permits on Volusia County forms at the county fee schedule, and its forms include a historic-district Certificate of Appropriateness. Driveways are Land Development Code permits there.
  • Deltona: the Building Services Division. A second driveway or a driveway expansion needs a permit application, and any added impervious area on a home lot needs a building permit.
  • DeBary: the city contracts its building code administration, plan review and inspections to PDCS, LLC. Permits get filed at City Hall.

Flagler Beach, and what stays the same everywhere

Flagler Beach is our one Flagler County town. The city's Planning, Building and Engineering departments decide the job, and Flagler County rules apply there, not Volusia's. Its driveway permit asks for a site plan or survey with elevations, a grading plan and the amount of fill. Measure your lot before you pick up the phone.

Some things don't change at any line on this page. We pull the permit when your job needs one. You get a detailed written estimate before any work begins. On work over $2,500, Florida law calls for a recorded Notice of Commencement, and the Volusia permit guide shows how that works. The under-$7,500 permit exemption that took effect July 1, 2026 doesn't apply to any lot partly or entirely in a flood hazard area.

Frequently Asked Questions

Is my town inside your service area around Port Orange?
Our service area around Port Orange takes in 17 places, Port Orange included. The list runs from DeBary and DeLand on the west side to Ormond Beach and Flagler Beach up north, then down to New Smyrna Beach and Edgewater. Find your town on this page and you'll find its own page with the permit office named. Send the job address through the contact form.
My mailing address says Port Orange. Does the city permit my job?
Maybe not. Spruce Creek and Samsula are unincorporated Volusia County, even when the mail says Port Orange or New Smyrna Beach, so the county Permit Center handles them. Inside city limits, the Port Orange Building Division does. The county Property Appraiser site shows which side of the line your parcel sits on.
Does being beachside change who I deal with?
It can. Ormond-by-the-Sea is unincorporated, so Volusia County permits it. Ormond Beach next door runs its own Building Division. Oceanfront lots in Daytona Beach, Ormond Beach and New Smyrna Beach may also fall under the state Coastal Construction Control Line, and that adds state rules on top of the city's.
Do you work in Flagler County as well as Volusia County?
Yes, in Flagler Beach. It's the only Flagler County town on our list, and its Planning, Building and Engineering departments follow Flagler County rules, not Volusia's. A driveway there needs a site plan or survey with elevations and a grading plan, so line those up before the free written estimate.
Is there a town you cover by phone only?
No. Every estimate starts with a site visit, wherever the job sits on this list. Call (386) 220-8770 or use the contact page form. Give us the town and the kind of pour, and we'll book the visit before we put a price in writing.
