Quick answer

Any driveway or sidewalk work in the city's right-of-way needs a city use permit, and digging without one costs $2,000 a day in fines. As concrete contractors in Holly Hill, we pull the permit, build to the city's code and give you a free written estimate once we've seen the lot.

Concrete Contractors in Holly Hill Start at the Right-of-Way Line

The city's right-of-way permit page couldn't be plainer. Work in a city right-of-way, driveways included, takes a use permit. And for one year, the contractor is on the hook for any damage to sidewalks and utilities. Dig without the permit and the fine is $2,000 per day. A contractor caught working without one also has to post a $1,000 bond with the Chief Building Official. Code Sec. 90-151 adds a second rule: no cutting a curb, parkway or sidewalk, and no opening vehicle access onto a public street, without a permit. Build off a state or county road and you need an FDOT or county permit too.

You email the application to the permit desk and attach certificates of general liability and workers comp insurance. Big sealed plan sets get walked into the Building and Zoning office. The city's online Civic Access portal lists permits from 2024 forward, and it's where inspections get requested.

That's a lot of paper for one driveway, so ask concrete companies and cement installers who files it. We do. Our permit guide covers the parts every Volusia city shares.

Driveway Rules: 24 Feet at the Curbline and 50 Feet From the Corner

The access-control code sets the driveway shape down to the foot. A single-family driveway can be no wider than 24 ft, measured at the curbline, or at the traveled street where there's no curb. No driveway starts within 50 ft of the intersection of two street right-of-way lines. Openings sit at least 10 ft apart, and the driveway flares at least 30 degrees between the right-of-way line and the curb. Where a driveway opens onto a paved street, the stretch in the right-of-way is concrete or another approved permanent paving, built to city engineering specs.

A circular driveway is possible. A single-family lot with at least 65 ft of frontage may have a second access point. The inside radius is 17 ft, unless an engineer designs something tighter.

A new driveway from us, as concrete contractors in Holly Hill, runs $7 to $12 per sq ft. Say you want a 24 by 24 two-car pad: that's 576 sq ft, or $4,032 to $6,912, and tear-out of an old slab adds $1.50 to $3 per sq ft. The driveway page for this city and our driveway cost guide show what moves that number. We write every estimate up for free after we see the site.

Sidewalks, Aprons and the Half-Inch Expansion Joint

The city writes its sidewalk spec into the code. Sec. 90-114 calls for concrete of at least 2,500 psi, 4 inches thick, and 6 inches thick at driveways. A half-inch expansion joint goes between the sidewalk and the driveway, between the sidewalk and the apron, and between the apron and the curb. Other expansion joints can be no more than 25 ft apart.

As concrete contractors in Holly Hill, we pour every walk with those joints. Concrete sidewalks run $8 to $13 per sq ft, or $32 to $52 per linear foot at 4 ft wide. Take 50 ft of walk 4 ft wide: 200 sq ft, so $1,600 to $2,600. A short run hits a job minimum, and the free written estimate states it.

A new driveway that crosses an existing city sidewalk puts that section in the right-of-way too. It falls under the same use permit and the same 6-inch thickness at the driveway.

The Building Division treats foundation, slab, driveway and sidewalk inspections as separate visits on a pour. Each stage gets its own sign-off. Walk details are on the sidewalk page for the city.

Patios, Sheds and Lot Coverage Under the Zoning Code

Before you plan a big patio, check lot coverage. R-1 lots here run 10,500 sq ft with 30 ft front and rear setbacks and 8 ft sides, and Sec. 114-765 caps lot coverage at 30%. R-2 and R-3 allow 35%. Ask the Building Division how your patio counts toward that number before you place the forms. Sheds and other accessory structures on a pad need an existing principal use and a building permit, and they stay out of the required front yard and side setback. Those 300 sq ft or smaller can sit 5 ft from the rear lot line with a 12 ft height limit. Bigger ones must stay inside the buildable area and match the house. For a shed permit, bring two copies of a survey.

The city stormwater permit doesn't apply to single-family homes and their customary accessory structures. It also skips additions of up to 1,000 sq ft of impervious area that don't change runoff.

Trees can catch you off guard. Sec. 106-101 requires a permit to remove or damage any tree on any land in the city, with no minimum trunk size in the text, and applications map every tree over 6 inches across. Check before you clear ground for a slab. As concrete contractors in Holly Hill, we price patios at $8 to $14 per sq ft. The patio page for the city and slab page have more.

Canals, Class 6 and Poorly Drained Soil Along the Halifax

The city covers about 4.5 square miles on the west bank of the Halifax River. The original downtown grew up along Dixie Highway (now Riverside Drive), just north of LPGA Boulevard. Sunrise Park sits on land jutting into the river at the east end of LPGA Boulevard. The city says flooding comes from tidal surge and rainfall overflow, mainly from the B-27 Canal, the Halifax River, the LPGA Canal and Nova Canal North. The city takes part in the National Flood Insurance Program, and its Class 6 Community Rating System rating gives a 20% discount in the special flood hazard area and 10% in Zone X. FEMA's map shows Zones X, A and AE. FEMA's AE areas in the city carry a 5 ft base flood elevation, and about 23% of the land sits in AE.

The soil matters just as much. NRCS mapping shows Myakka-Urban land on 27% of the land and Tuscawilla fine sand on 18%. Both drain poorly, and about 68% of the land is rated very limited for dwellings. Astatula-Urban land, about 17%, drains freely. Wet soils get the full treatment from us: we strip organics, compact the base and slope the surface. The state exemption for jobs under $7,500 won't help on a lot partly in a flood hazard area, so ask the Building Division first.

About 55% of the homes here predate 1980, and 835 units were built before 1950, so tear-out and replacement is on the menu when you hire us as concrete contractors in Holly Hill. We run that work out of our Port Orange base, and the same crew also works in Ormond Beach, Daytona Beach and South Daytona.

What Our Clients Say

  • I called four companies about tearing out our cracked patio and putting in a bigger one. Two never came out, one came out and never sent a number, and one texted a price with nothing else. These guys came out the next morning, measured, and the owner sat at our kitchen table and went through what he would do and why, including why he wanted it a little thicker where the grill sits. The quote matched the bill to the dollar. What stuck with me was the crew. We have a newborn at home and they kept the radio off and the noise down without us asking. They carried every bag through the side gate instead of across the lawn too. Patio came out flat and drains away from the house like it should. Real people doing honest work.

Holly Hill Concrete Questions

What happens if a contractor digs in Holly Hill's right-of-way without a permit?
The city fines excavation without the right-of-way use permit $2,000 per day. A contractor caught working without one must post a $1,000 bond with the Chief Building Official, and answers for damage to sidewalks and utilities for one year. Ask who files the permit before you sign.
How far from a Holly Hill intersection must a new concrete driveway start?
At least 50 ft from the intersection of two street right-of-way lines, under Sec. 90-155. Openings sit at least 10 ft apart, and the driveway flares at least 30 degrees from the right-of-way line to the curb. Corner lots feel this rule the most, so bring your survey to the estimate.
Can I put a circular driveway on my Holly Hill lot?
If your single-family lot has at least 65 ft of frontage, the code allows a second access point for a circular driveway. The inside radius is 17 ft unless an engineer designs it otherwise. The 24 ft width limit still holds at the curbline. We draw it on your survey before pricing it.
Why do Holly Hill sidewalks need a half-inch joint at the driveway?
Sec. 90-114 calls for a half-inch expansion joint between the sidewalk and driveway, the sidewalk and apron, and the apron and curb. Slabs push into each other when the ground and the weather move them, and the joints give them room. Other expansion joints can be no more than 25 ft apart along the walk.
Do I need a permit to remove one tree for a new slab in Holly Hill?
Yes. Holly Hill's tree code requires a permit to remove, destroy, cut down or damage any tree on any land in the city, except commercial nurseries, and the text sets no minimum trunk size. Applications map every tree over 6 inches across near the work. Get the tree permit sorted before the crew shows up.
What should I ask concrete contractors in Holly Hill before a patio pour?
Ask who pulls the permit, how they handle the poorly drained soil under the slab, and where the water goes afterward. Get the sq ft, thickness and joint plan in writing. Our free written estimate covers each one, and we check your survey for setbacks first.
How do Holly Hill's flood zones affect a slab pour?
The city sits on the Halifax River, and its canals overflow in heavy rain and tidal surge. FEMA shows Zones X, A and AE, and the city's AE areas carry a 5 ft base flood elevation. The state's under-$7,500 permit exemption excludes flood hazard areas, so check your parcel.
